IPC Tan Thuan


Tan Thuan Industrial Promotion Company Limited (IPC) is a state-owned  company established under Decision No. 183/QD-UB dated  September 27, 1993 of Ho Chi Minh City People’s Committee  (succeeding the Export Industrial Park Program in 1989). As from  July 22, 2004 IPC starts to operate in the model of a parent  company on a pilot basis (Decision No. 180/2004/QD-UB).

Major activities:

  • To devise and realize schemes and projects of  infrastructure development for EPZs, IPs, residential areas  and new urban areas in Ho Chi Minh city and other  provinces.

  • To provide services to EPZs and IPs.
  • To engage in shipping business and marine services (e.g.  marine brokerage, ship agency, stevedorage, forwarding).
  • To invest in other businesses.



  • In history cities in the south of Vietnam often connected  with a river and expanded gradually seawards. Impetus  for urban development is generally transport, particularly  marine transport.
  • In the early 1990s, the State put forward the strategy for  developing Southern Key Economic Zone, in which Soai  Rap River is viewed as the hypotenuse of the Ho Chi  Minh City – Bien Hoa – Vung Tau triangle.
  • The turning of barren swamps of low value land use in the  south of Ho Chi Minh City into industrial parks, ports and  urban areas will bring in numerous socio-economic  benefits in long term as well as satisfying the current  demand for infrastructure enhancement of the city.

  • Step 1: Studying, elaborating investment project and  inviting foreign investment to set up Tan Thuan Export  Processing Zone in District 7
  • Step 2: Studying, elaborating investment project and  forming joint venture to develop Saigon South New  Urban Area in District 7 (separated from Nha Be District)
